Overal Review of Waste Transboundary Movement Management in Taiwan

The four major achievements of this project conclude as follows: 1. The 2nd International Conference on Sustainable Materials Management in 2011:Four experts from abroad and two dometic experts are invited as speakers for the 2nd (2011) International Conference on Sustainable Materials Management which was held on December 5 to 8 in Taipei, Taiwan with 173 participants. The main theme of the conference was focused on the transferring process of “waste management” to “sustainable materials management”. In addition, an expert round-table meeting and three technical visits were arranged. 2. Domestic Implementation of Transboundary movement(TBM)of the Waste:We provided legal advises on the regulations regarding the TBM of the waste to Taiwan EPA, including: (a) a draft revision of the Management Regulations for the Import, Export, Transit and Transshipment of Waste as well as a draft revision of the Review Guidance for the Application of the Import, Export, Transit and Transshipment of Waste, according to the revision process of the Draft Waste Disposal Act and the Draft Resouce Recycling Act , (b) a draft guideance manual of waste import and export, and (c) assistant in managing the waste TBM and related issues. 3. International Participation at the global level:At the global level: we summarized the latest progress and the participation in the Partnership for Action on Computing Equipment(PACE), and attended the meetings of the Conference of the Parties to the Basel Convention(COP10)with two experts. Through this project, participating at OECD and the regional meetings below are accomplished with full reports : (a) on the expert meeting on sustainable materials management and waste policies, of the1st meeting of the WPPRPW(Working Party on Resource Productivity and Waste), OECD and (b) two Asia-Pacific waste conferences, the 8th Expert Conference on Solid Waste Management in Asia and Pacific Islands (SWAPI) in Tokyo, Japan, and the 6th International Conference on Waste Management and Technologies in Suzhou, China. 4. The Collection and promotion of the Basel Convention related information:We evaluated 53 news, articles, reports and papers related to the Basel Convention, the E-waste and the TBM of waste. The Basel Convention website, including the Chinese and English versions (http://wm.epa.gov.tw/web/index.htm) as well as the database of the guideance manual of waste import and export were maintend and updated.
